"It depends on what you want to do in California and which part of California you visit.
If you visit southern, i.e. L.A., then just about any time between April and October is good beach weather, though there are some off days. If you goal isn't the beach, then come any other time, and enjoy some skiing.
As for northern and central CA, the only good time for beach weather is during the summer, July and August being best, as those are the hottest months. However, even then it doesn't get that warm, usually around 75.
And extreme north, up at the norther border just is not beach country. It just isn't good for going to the beach in the same way the rest of the state is.
As far as autumn goes, it depends. If you come in early autumn say september or early october, then you will probably be fine(some years its good into November).
Just a note though on water temp. In CA, the water temp is very very rarely at or above 70 degrees fahrenheit. It's typically around 60-65, so its kind of chilly. Don't come expecting tropical water temps."
